Here's the whole thing as seen from below. This slope is officially called a bikeway. While I understand, that they couldn't level the mountain, the road for cars, on the other side of the valley, was completely flat. Which leads to the assumption, that the bikeway-signs were not posted to help bikers, but to clear the road for the cars. </political rant>
